I don't think many of my favorite shows are filled with panties either.

Don't recall any panties in Code Geass or Lucky Star.

Code Geass had full frontal nudity and you saw panties when they did the kick in the cheer dance in Lucky Star. I tried to pause it every time just to see if I could. XD

Although I see that you're saying it wasn't the focal point of the show.

And I think Queen's Blade has enough Ecchi for all your other favourite shows put together.

The girls are probably pretty up there in my favorites lists, but the show itself isn't something too special. More a loose plot holding excellent characters together.

I still wouldn't call them excellent characters. Excellent character DESIGNS, maybe. The second season was better at developing them than the first though.
