No Kallen or Saber (or Illya or Rin)? Very difficult decision. I'd say Tia Harribel of Bleach, but being likely dead, hurts that. Black Lagoon's Revy is probably up there.
Also, if video games that have never been anime count, Rachel Alucard of BlazBlue is a very strogn contender.

Toushiro may act like a crab with others, but I know that he does care about his friends and would do anything to protect them. Plus with Ukitake, he tries hard and doesnt give up....though it is sad to have him so sick T.T |

I'd go for Yoruichi and Soi Fon for being my favorites.
I like Rukia's personality, but I wouldn't say she's all that hot.
